Vision for 2030: Maharashtra as a Global IT Hub

By 2030, Make in Maharashtra envisions transforming the state into a preferred IT hub, creating 1 lakh jobs in the IT sector and generating ₹10,000 crores in IT revenue annually, including exports and domestic sales. The goal is to make Maharashtra a globally recognized leader in IT outsourcing, contributing significantly to India’s digital growth.

Through this policy, the state aims to:

  • Double the area earmarked for IT development, expanding IT parks and hubs across Maharashtra.
  • Achieve balanced socio-economic growth by ensuring digital inclusion, skill development, and support for start-ups and innovators.
  • Foster a global innovation ecosystem with a focus on new-age technologies such as Artificial Intelligence, Blockchain, and Cybersecurity.

Maharashtra will double the area dedicated to IT parks by 2030. Major urban centers, including Pune, Mumbai, and Nagpur, will see the expansion of state-of-the-art IT parks, offering plug-and-play infrastructure, incubation centers, and co-working spaces for start-ups and tech firms.

Incentivizing IT Investments

The government is committed to creating an investment-friendly environment by providing fiscal and non-fiscal incentives for IT companies. Investors will benefit from capital subsidies, power subsidies, and tax exemptions, ensuring Maharashtra remains competitive for both domestic and international IT players.

Skill Development and Employment Creation

  • 25% capital subsidy on infrastructure investment in IT parks, capped at ₹20 crores.
  • 100% SGST reimbursement on machinery, equipment, and construction materials for the development of IT parks.
  • Lease rental reimbursements of 75% of the rent or ₹20 per sq. ft. for eligible IT units employing more than 40 employees.
  • Incentives for start-ups include 80% rental subsidies for incubation spaces, fostering a start-up culture across Maharashtra.

Driving Research, Development, and Innovation

Make in Maharashtra encourages investment in Research & Development to drive innovation in the IT sector. The government will offer:

  • 50% reimbursement of R&D expenses, up to ₹1 crore per annum, for successful product development or R&D activities.
  • Incentives for filing patents, offering 75% reimbursement of patent costs, capped at ₹2 lakhs for domestic patents and ₹5 lakhs for international patents.
  • VFX and Animation incentives, providing 25% capital subsidies and additional incentives for women, SC/ST, and disabled entrepreneurs in the AVGC sector.
