Maharashtra, India’s economic powerhouse, is set to become the nation’s leading Multimodal Logistics hub with the launch of the Maharashtra Multimodal Logistics Policy 2024. As the backbone of trade and commerce, the logistics sector plays a crucial role in ensuring the smooth flow of goods across supply chains. India’s logistics ecosystem, valued at $215 billion, is projected to grow at a CAGR of 10.5% by 2025. Maharashtra, ranked as an “Achiever” in the Logistics Ease Across Different States (LEADS) Index 2024, is committed to building an integrated Multimodal Logistics ecosystem that boosts operational efficiency, sustainability, and competitiveness.

Vision for 2026: Maharashtra as a Premier Multimodal Logistics Destination

The Maharashtra Multimodal Logistics Policy 2024 envisions creating a globally competitive logistics ecosystem that supports the state’s industrial growth and enhances its position as a preferred destination for trade and commerce. The key targets by 2026 include:

  • Establishing Maharashtra as the top-ranked state in the Logistics Ease Across Different States (LEADS) Index.
  • Reducing logistics costs by promoting multi-modal transportation across railways, roadways, airways, and waterways.
  • Developing integrated Multimodal Logistics parks and strengthening first and last-mile connectivity across Maharashtra.
  • Enhancing Maharashtra’s port-led Multimodal Logistics connectivity, especially around Jawaharlal Nehru Port Trust (JNPT) and Navi Mumbai International Airport.

State Multimodal Logistics Cell

  • A dedicated State Multimodal Logistics Cell will be established as a think-tank to oversee the growth of the logistics sector in Maharashtra. The cell will provide guidance and direction for future developments, ensuring a cohesive strategy across the state.

Multimodal Logistics Policy Cell

  • The Multimodal Logistics Policy Cell will act as a facilitator for stakeholders, providing hand-holding support for obtaining approvals and clearances related to logistics operations. This will reduce delays and streamline the approval process for logistics projects.

City Multimodal Logistics Coordination Committee

  • Maharashtra will establish City Multimodal Logistics Coordination Committees in major municipalities, such as Mumbai and Pune, to enhance urban freight efficiency. This will help reduce traffic congestion and streamline cargo movement in urban areas.

To promote private sector involvement and accelerate the development of logistics infrastructure, the Maharashtra Multimodal Logistics Policy 2024 offers a range of incentives. These incentives ensure that Maharashtra remains an attractive destination for logistics investments.

Skill Development in LogisticsMaharashtra will establish Centres of Excellence (CoE) in partnership with leading industry players to offer technical and non-technical training for logistics professionals. Selected ITI training facilities will be dedicated to logistics industry skill development.
Technology and Innovation SupportMaharashtra will reimburse 50% of the cost for the installation of logistics management software, with a cap of ₹20,000 per company. Additionally, Quality Management Systems (such as ISO standards) will be supported with 50% reimbursement of the implementation cost, up to ₹5 lakh per facility.

Maharashtra is embracing technology as a key driver for logistics efficiency and cost reduction. The policy will encourage the adoption of Multimodal Logistics management software, Incident Detection Systems, and data-driven planning tools under the PM GatiShakti National Master Plan to improve visibility and coordination across connectivity projects.

Additionally, a special Innovation Fund of ₹1 crore will be established to support start-ups in the logistics sector. Maharashtra will offer reserved office space in Multimodal Logistics hubs for start-ups, promoting innovation and technology-driven solutions.

Sustainable Development and Port-Led Multimodal Logistics Connectivity

The policy emphasizes the need for port-led Multimodal Logistics development, focusing on leveraging Maharashtra’s coastal advantage. With Jawaharlal Nehru Port Trust (JNPT) being India’s largest container port, Maharashtra aims to boost EXIM Multimodal Logistics and build Railway Sidings for improved intermodal connectivity.

Further, idle land parcels in government departments will be monetized to develop common logistics infrastructure, such as cold storage facilities, warehouses, and truck terminus. These facilities will support first and last-mile delivery, ensuring seamless cargo movement across the state.
